- Customization. Generic content is cheap and ignored. Facility-specific content is expensive and remembered. The biggest lever by far.
- Scenario count. LOTO, confined space, forklift, chemical spill — each is its own build.
- Languages. Real localization is not a subtitle track. Most vendors charge per language.
- Seats. Per-user pricing is fine at 200 workers and painful at 5,000.
The costs nobody quotes you
- Deployment time. Rooms, schedules, devices — the real cost includes taking people off the floor.
- Content decay. Procedures change. Hand-built content doesn't.
- The completion problem. The cheapest training costs everything if nobody finishes it. Ask for completion rates, not library size.
- The security review. New systems, logins, and data flows trigger one — and that means months.
